Traffic Operations Center (TOC) - Project Manager

For our client, we are seeking a Traffic Operations Center (TOC) - Project Manager to join the team of a leader in the Business Services space.

This role will oversee operations staffing and project delivery for traffic operations center work in Virginia, ensuring strong execution, client satisfaction, and alignment with project goals.

The position blends day-to-day operational leadership with project controls, financial monitoring, and quality assurance responsibilities.

It also requires close coordination with clients, internal teams, and regulatory stakeholders while supporting business growth through client communication and opportunity identification.

Location: Richmond, VA - US based candidates only, no visa sponsorship available

Compensation: $200,000 – $250,000 annually

Responsibilities

• Manage all operations staff at traffic operations centers in Virginia
• Develop and oversee project quality assurance and administrative procedures
• Monitor project schedules, billing, and reporting
• Handle personnel actions, including hiring and terminations
• Resolve client disputes and communicate project progress to senior management
• Identify business opportunities and promote the company's services to clients
• Facilitate communication between clients, internal teams, and regulatory agencies

Qualifications

• Bachelor's degree in a relevant field; management coursework, PMP, or MBA is advantageous
• 8 years of experience in project production and technical activities, with 2 years as a Senior Technical Professional
• Strong interpersonal skills with public speaking and persuasive ability
• Robust project financial management capabilities
• Familiarity with production support systems and proficiency in personal computer use
