What they need

Allied Talent Partners (ATP), a Three Cairns Group initiative, is a mission-driven, not-for-profit talent marketplace focused on solving the human capital bottlenecks slowing down sustainable development efforts in emerging economies, with an initial focus on Africa. ATP connects vetted, experienced, context-relevant professionals to high-impact opportunities in energy access and sustainable development – strengthening local capacity and fuelling economic vitality. We specialize in fixed-term, deliverable-driven engagements – from interim leadership and generalist projects to niche technical expertise – handling project scoping, talent vetting and matching, contracting, payroll, and compliance so that our clients can focus on impact.

High-level Overview The client is seeking one transaction-structuring and capital-raising executive with advisory CFO/CCO authority to take a dual-component renewable-energy portfolio through bankable modelling, PPA and concession finalization, capital-stack structuring and investor engagement.

The ideal candidate has closed complex infrastructure financings in Africa, can independently lead PPA and lender negotiations in French, and can integrate blended funding models while transferring capability to an internal team.

Role & Responsibilities

  • Role: Transaction Structuring and Capital Raising Executive
  • Reports to: Chief Executive Officer
  • Direct reports: TBC
  • Candidates required: 1

Deliverables

  • Deliver a single DFI-compliant integrated financial model and valuation report for the mini-grid and hybridization components.
  • Lead finalization of bankable PPAs and concession agreements or executed term sheets with the state utility.
  • Structure the capital stack and prepare the information memorandum, investor presentation and fundraising materials for DFI and commercial outreach.
  • Develop a regulatory roadmap and support senior engagement with government and sector regulators.
  • Embed investor-relations and PPA-management SOPs and train the internal financial analyst and incoming finance leader.

Requirements Experience Required

  • Ten or more years in CFO, CCO, senior project-finance or equivalent transaction leadership roles.
  • Infrastructure-financing closure and blended-capital structuring experience.
  • External DFI, investor and lender representation experience.

Technical Requirements

  • Integrated multi-component project-finance modelling, valuation and capital-stack structuring.
  • PPA and concession structuring, investor documentation and term-sheet negotiation.
  • IFRS; SYSCOHADA familiarity and fragile-market risk management are advantages.

Language Requirements

  • Fluent French — essential for utility, regulatory and government engagement.
  • English — preferred for DFI and investor documentation.

Soft Skills

  • Independent senior negotiator with strong government, lender and investor presence.
  • Able to mentor lean teams and build repeatable operating processes.

Additional Information About Desired Profiles An infrastructure transaction leader whose evidence of deal closure and French-language PPA/regulatory negotiation outweighs academic credentials.

Working Arrangement

  • Location: Mali
  • Working model: Hybrid — remote for modelling and documentation; in-country for PPA, regulatory and field engagement.
  • Travel requirements: Substantial Mali travel for stakeholder meetings, PPA negotiations, representative site visits and final workshop.

Terms of Agreement

  • Required start date: December 2026
  • Contracting period: 12–18 months
  • Capacity allocation: Up to 150 days per placement, including up to 50 days on-site spread over three missions.
  • Contracting exceptions / special requirements: TBC
