What they need

The Iowa Department of Health and Human Services (HHS) is seeking an innovative, creative, and team-oriented professional to join the Bureau of Transformation as a Transformation Analyst. In this role, you’ll support project and change management efforts that help modernize how HHS delivers services across the agency — working at the intersection of business operations and information technology to turn strategic vision into operational reality.

Location: 321 E. 12th St., Des Moines, IA 50319

Schedule: Full-time, Monday–Friday, 8:00 a.m.–4:30 p.m. This position is largely in-office with the opportunity to work remotely ad hoc, as approved (hours/days may be adjusted to meet agency needs; occasional off-site work and travel, including overnight stays, may be required)

What You’ll Do

  • Support the full project management lifecycle across a wide variety of projects aimed at implementing new agency technologies, programs, and processes.

  • Plan and implement business systems policies and procedures to standardize the use of technology tools across HHS.

  • Partner with Business Systems and Transformation Strategists to shape technical vision, collect and analyze project data, and keep projects on track for scope, schedule, and budget.

    • Translate business needs into detailed service requests.
  • Act as a subject matter expert and Business Administrator for a variety of IT systems, including the full suite of Microsoft Office 365 tools.

  • Provide consultation on the business use of assigned IT systems, support data and statistical reporting.

  • Support Bureau staff through scheduling and other administrative tasks to support the portfolios managed by other team members.

Essential Functions

  • Identify and reconcile workflow and processing issues

  • Document project progress, quality assurance activities, and continuous improvement efforts

  • Perform statistical analysis and visualization within and across projects

  • Generate project reports and work products

  • Develop training materials and standard operating procedures, and deliver training to Agency staff

  • Collaborate with DOM DoIT developers on business needs and serve as a point of contact for technical assistance

What We’re Looking For

  • Strong administrative skills with the ability to critically think and make data-driven decisions
  • Combined business analysis and information technology background
  • Excellent collaboration and communication skills, with experience liaising between business and technical teams
  • Ability to analyze trade-offs between strategic vision and operational performance
  • Comfort working in a cross-divisional, cross-agency environment
