Transformation PMO

Role purpose: Establish and lead MTL's Transformation Project Management Office. Set the governance, process workflow and reporting standards that program and project managers follow, and give management one reliable view of the progress, risk and value of all IT-related transformation initiatives.

Key responsibilities:

• Establish and lead the Transformation PMO, standardizing project governance, methodology and reporting across all IT transformation initiatives and workstreams.
• Design and implement the PMO governance framework: stage gates, decision rights, escalation paths and approval points for transformation programs.
• Define the process workflow and reporting cadence through which program managers and project managers report status, risks, issues and change requests to the PMO.
• Run day-to-day PMO operations: portfolio tracking, reporting cycles, governance meetings and steering committee preparation.
• Track and report progress, budget, risks and dependencies across the multi-year transformation roadmap to the CTDO, IT Strategy lead and governance/steering committees.
• Bring transformation project managers across divisions under one consistent PMO practice, with common standards and capability development.
• Drive discipline in value realization tracking, ensuring initiatives show measurable business outcomes against approved business cases.
• Support project charter development, investment approval documentation and milestone planning for major transformation programs.
• Identify cross-program risks, resource conflicts and dependencies; escalate issues and facilitate resolution with program and business sponsors.
• Build and maintain PMO tools, templates and dashboards to improve transparency and predictability of delivery.
• Lead, coach and develop the PMO team and project managers to strengthen delivery capability and embed consistent PMO practices.
• Perform other related tasks which may be assigned from time to time.

Qualifications, experience and skills

• Education: Bachelor's degree or higher in IT, Computer Science, Engineering, Business or a related field. An IT background (degree or hands-on IT delivery experience) is strongly preferred.
• Experience: 7-10 years of overall experience, including 5 years leading a PMO or managing large-scale, IT-related programs in a complex organization.
• PMO set-up: Track record of establishing a PMO from the ground up — governance framework, process workflow, reporting standards and operating rhythm.
• Program management: Experience managing large, multi-year transformation programs with multiple workstreams, vendors and business sponsors.
• Methodology: Strong command of Agile, Waterfall and hybrid delivery, and of the IT delivery lifecycle (requirements, build, testing, go-live).
• Value realization: Experience embedding benefits tracking into project governance so investment turns into measurable outcomes.
