Treasury Manager

We are partnering with a leading government-related organisation in Dubai to appoint an Assistant Director – Treasury & Cash Management . This is a senior role at the centre of the group's treasury operations. It covers the parent entity and its subsidiaries, with direct exposure to banking relationships, liquidity management and financing.

The Role

• Lead day-to-day treasury operations and the team, with a focus on efficiency, performance and delivering the business strategy on time
• Oversee all bank accounts and bank reconciliations across the group and its subsidiaries, including credit card and online payment portal reconciliations
• Place surplus liquidity with financial institutions and negotiate better rates
• Support senior management on new and existing financing facilities
• Prepare annual cash flow forecasts on a monthly rolling basis
• Manage the full bank guarantee lifecycle: receipt, release, renewal and claims
• Build and improve treasury policies, procedures and controls
• Deliver accurate, timely reporting in line with governance and quality standards
• Drive continuous improvement in treasury systems and processes, drawing on international best practice and cost optimisation

The Profile

• Treasury and cash management experience at a senior level, ideally within a large corporate or government-related entity in the GCC
• Strong banking relationships and experience negotiating deposit placements and facilities
• Hands-on command of cash forecasting, reconciliations and bank guarantee processes
• A track record of building policies and improving processes in a multi-entity group
• Degree in Finance or Accounting; CFA, CTP, ACCA, CPA or CMA preferred
