Command & Safety: Hold ultimate command and legal responsibility for the vessel, crew, cargo/towage, and environmental protection.
Navigation & Towing: Supervise navigation, harbor/coastal towing, berthing support, and anchor-handling operations.
Regulatory Compliance: Ensure total compliance with SOLAS, MARPOL, STCW, Flag State, and Port State Control (PSC) regulations.
Operational Leadership: Oversee crew drills (fire, abandon ship, MOB, oil spill), manage vessel logs, and approve operational planning.
