What they need

U.S. Payroll Manager - Night Shift/Onsite

We are seeking an experienced U.S. Payroll Manager to oversee end-to-end payroll operations for a multi-company, multi-state U.S. organization. The role is responsible for managing 10 company payrolls covering approximately 350 employees across 19 states, with weekly and biweekly payroll cycles.

This is a hands-on leadership position combining payroll processing, team management, tax and wage compliance, system configuration, financial reconciliation, and process improvement. The successful candidate will serve as the primary payroll subject-matter expert, ensuring payroll accuracy, compliance, and timely delivery while developing standardized processes and internal controls.

Key Responsibilities

  • Payroll Operations: Oversee end-to-end processing and final review of multiple company payrolls, ensuring accuracy and timely submission across weekly and biweekly cycles.
  • Team Leadership: Supervise, coach, and review payroll team members, allocate workloads, establish quality standards, and ensure adequate coverage.
  • Payroll Controls and Approvals: Maintain approval workflows, review checklists, segregation of duties, audit trails, and internal controls.
  • Reconciliation and Reporting: Oversee payroll-to-general-ledger reconciliation, pre- and post-payroll reviews, variance analysis, and resolution of payroll discrepancies.
  • U.S. Tax and Regulatory Compliance: Manage compliance with federal, state, and local payroll tax requirements, including multi-state withholding, reciprocity, state unemployment insurance (SUI), tax reconciliations, and agency notices.
  • Wage and Hour Compliance: Monitor applicable federal and state requirements related to overtime, minimum wage, final pay, pay frequency, and pay statement regulations.
  • Prevailing Wage Compliance: Ensure compliance with Davis-Bacon requirements and applicable state prevailing wage laws, including wage determinations, employee classifications, fringe benefits, overtime, and certified payroll reporting.
  • Benefits Administration: Coordinate payroll-related benefit deductions, employee eligibility changes, enrollment updates, and carrier or vendor invoice reconciliations.
  • State Registrations and Setup: Lead payroll setup for new states, including tax account validation, employee tax configurations, and coordination of required government registrations.
  • Payroll Systems Management: Own payroll system configuration, including earnings and deduction codes, taxable and pre-tax treatment, PTO accruals, and pay rules. Ensure changes are documented and tested before implementation.
  • Quarter-End and Year-End Close: Oversee payroll tax reconciliations, review of Forms 941 and state tax returns, W-2 reporting and corrections, and benefits and fringe reporting.
  • Acquisitions and Integrations: Lead payroll integration for acquired companies, including employee data collection, entity and tax setup, system configuration, parallel testing, and first-payroll readiness.
  • Process Improvement: Develop and maintain payroll SOPs, strengthen internal controls, and identify opportunities to automate and standardize recurring processes.
  • Stakeholder Management: Serve as the primary escalation point for payroll matters involving U.S. employees, branch contacts, HR, and finance.
  • Performance Monitoring: Track payroll accuracy, processing timeliness, compliance, reconciliation completion, and team performance through regular reporting and analysis.

Qualifications

  • At least 8 years of U.S. payroll experience, including a minimum of 3 years in a lead, supervisory, or management capacity.
  • Proven experience managing multi-company, multi-state payroll operations across weekly and biweekly pay cycles.
  • Experience supporting 10 or more legal entities or payrolls, or operations spanning 15 or more U.S. states, is strongly preferred.
  • Strong knowledge of U.S. federal, state, and local payroll taxes, including multi-state withholding, reciprocity, SUI, and tax agency notice resolution.
  • Hands-on experience with payroll processing, payroll controls, employee earnings and deductions, and payroll-to-GL reconciliation.
  • Demonstrated knowledge of the Fair Labor Standards Act (FLSA) and applicable state wage and hour regulations.
  • Experience with Davis-Bacon compliance, prevailing wage requirements, fringe benefit calculations, and certified payroll reporting.
  • Proven ability to manage payroll system configurations and understand their impact on payroll calculations, tax treatment, balances, and general ledger reporting.
  • Experience leading quarter-end and year-end payroll activities, including W-2 review and corrections.
  • Strong Excel skills, analytical capabilities, and attention to detail.
  • Excellent written and verbal English communication skills, with the ability to manage escalations and collaborate confidently with U.S. stakeholders.
  • High integrity and discretion in handling confidential employee and compensation information.
  • Willingness and ability to work a fixed 8:00 AM–5:00 PM Pacific Time schedule, including daylight saving time adjustments.

Preferred Qualifications

  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC).
  • Experience with OneHCM, UKG Ready, or a comparable payroll management system.
  • Experience supporting benefits administration and payroll-related vendor coordination.
  • Experience with payroll integration for acquired companies or newly established entities.
  • Familiarity with Secretary of State and Department of Labor registration requirements.
  • Experience developing payroll SOPs, internal control frameworks, and audit documentation.
  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Experience supporting U.S. clients through offshore operations or shared-services environments.
