Utilities Maintenance Worker

Under general supervision an Emergency Services Operator receives emergency calls for public safety services and dispatches equipment and personnel over police and local government frequencies; performs related work as required.

Essential Functions These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability.

Answers 911 Public Safety Answering Point (PSAP) telephone lines and other emergency telephone lines, and obtains pertinent information for dispatching of police vehicles.

Monitors and operates the radio systems from mutual aide governmental frequencies.

Operates radio consoles and an emergency telephone board.

Uses communications and computer assisted dispatch equipment in accordance with established procedures.

Works with departmental field personnel utilizing two-way radio; compiles data from rough drafts or brief instructions.

Checks and reviews a variety of data for completion and in conformance with established regulations and procedures.

Assists in training probationary Emergency Services Operators.

Qualification Guidelines

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example combinations include: one year of responsible radio/telephone experience or one year related clerical experience. Radio operation, computer assisted dispatching and teletype experience is preferred.

Knowledge, Skills And Abilities Knowledge of the rules and regulations of the radio procedures of the FCC. Ability to speak clearly and concisely; maintain records and prepare reports; type 40 words per minute; read and understand departmental rules and regulations; perform with multiple incidents occurring simultaneously; deal tactfully and effectively with the public and co-workers; establish and maintain cooperative and positive work relationships; understand and follow written and oral instruction; exercise good judgement and make sound decisions in emergency situations; operate a computer aided dispatch system, computer systems and other office equipment quickly and accurately.

Examination

Candidates who appear most qualified from the application may be invited to any combination of written, performance and/or oral tests to determine qualifications.

Vacancies

The recruitment may be used to fill vacancies occurring in the Police Department.

Special Requirements

An Emergency Services Operator must be available to work a flexible schedule, including weekends, holidays, day, swing or graveyard shifts. Possession of or ability to obtain a Class C California driver’s license and a satisfactory driving record.

Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

All employees are required to pay the full employee contribution to CalPERS.
