Utility & Facility Engineering Manager

Job Responsibilities

• Manage and oversee all Utility & Facility systems to ensure reliable, safe, and efficient factory operations.
• Manage utility systems including Electrical Systems, Water Supply, HVAC/Air Conditioning, Compressed Air, Boiler, Chiller, Cooling Tower, and other related systems.
• Oversee facility and building maintenance, including factory buildings, offices, infrastructure, and surrounding areas.
• Develop and manage Preventive Maintenance (PM), Corrective Maintenance, and Predictive Maintenance programs for utility and facility systems.
• Analyze equipment breakdowns and implement Root Cause Analysis (RCA), Corrective and Preventive Actions (CAPA) to prevent recurring problems.
• Monitor and analyze energy and utility consumption and initiate energy-saving and cost-reduction projects.
• Plan and control CAPEX, OPEX, maintenance budgets, and engineering expenses.
• Manage contractors and suppliers, including scope of work, work quality, safety requirements, and performance evaluation.
• Lead installation, renovation, expansion, and improvement projects, ensuring completion within timeline, budget, quality, and safety requirements.
• Ensure Utility & Facility operations comply with Thai laws, safety and environmental regulations, GMP, and applicable ISO standards.
• Establish and monitor engineering KPIs such as Equipment Availability, Breakdown, Energy Consumption, Maintenance Cost, and Cost Saving.
• Lead, coach, and develop Engineers and Technicians to improve technical capability and team performance.
• Coordinate with Production, Engineering, Safety, Environment, Quality, and other related functions to support factory operations and continuous improvement.

Qualifications

• Bachelor’s degree or higher in Electrical Engineering, Mechanical Engineering, Energy Engineering, Industrial Engineering, or a related engineering field.
• At least 8–10 years of experience in Utility, Facility, Engineering, or Maintenance within a manufacturing environment, including team management experience.
• Strong knowledge of Electrical Systems, HVAC, chillers, boilers, Compressed Air, Water Systems, and Building Facilities.
• Hands-on experience in Preventive Maintenance, Breakdown Analysis, RCA, and Continuous Improvement.
• Experience in managing CAPEX/OPEX, engineering projects, contractors, and maintenance budgets.
• Knowledge of Energy Management, Energy Saving, and Utility Cost Optimization.
• Knowledge of factory regulations and management systems such as ISO 9001, ISO 14001, ISO 45001, and GMP.
• Experience in Cosmetics, Personal Care, FMCG, Food, Pharmaceutical, or Chemical Manufacturing would be an advantage.
• Strong leadership, problem-solving, analytical, project management, and communication skills.
• Good command of English for communication and coordination.
