UTILITY ENGINEER

The Utility Engineer is responsible for coordinating, monitoring, and managing existing and proposed utility facilities that may be affected by railway construction activities. The position ensures proper identification, protection, relocation, and reinstatement of utilities, including water supply lines, drainage systems, electrical cables, telecommunications lines, and other underground or overhead utilities, in coordination with relevant utility providers, government agencies, project teams, and subcontractors.

Duties and Responsibilities

A. Utility Survey and Investigation

• Conduct site inspections and utility surveys to identify existing underground and overhead utilities within the railway project alignment and construction areas.
• Review utility plans, as-built drawings, survey results, and other technical documents.
• Coordinate utility detection activities and verify actual site conditions before excavation or construction.
• Prepare utility inventory records, drawings, and reports.

B. Utility Relocation and Protection

• Develop and monitor utility relocation, diversion, protection, and reinstatement plans.
• Coordinate with utility companies and relevant government agencies regarding permits, clearances, and relocation schedules.
• Ensure that utility-related works are properly coordinated with civil, structural, architectural, electrical, and other construction activities.
• Monitor the implementation of approved utility relocation and protection measures.
• Immediately report unidentified utilities, potential utility conflicts, and service interruptions to the appropriate project personnel.

C. Construction Coordination

• Coordinate with the Construction Manager, Site Engineers, Surveyors, HSE personnel, subcontractors, and utility providers.
• Monitor utility-related work progress against the approved construction schedule.
• Identify potential clashes between existing utilities and proposed railway structures, foundations, viaducts, stations, and temporary facilities.
• Assist in resolving technical issues and minimizing construction delays caused by utility conflicts.
• Attend technical coordination meetings and provide updates on utility-related activities.

D. Documentation and Reporting

• Prepare daily, weekly, and monthly utility progress reports.
• Maintain records of utility surveys, permits, approvals, inspections, testing, relocation activities, and reinstatement works.
• Review technical submissions, method statements, shop drawings, and as-built drawings related to utility works.
• Track utility-related requests for information (RFIs), non-conformance reports (NCRs), and outstanding technical issues.
• Ensure that project documentation complies with approved drawings, specifications, and applicable project requirements.

E. Safety and Quality Compliance

• Ensure that utility works are performed in accordance with approved method statements, project specifications, and applicable Philippine laws and regulations.
• Coordinate with HSE personnel to implement excavation permits, utility isolation procedures, and other required safety controls.
• Verify that appropriate protection measures are in place before excavation near existing utility facilities.
• Monitor the quality of utility relocation, testing, reinstatement, and restoration works.
• Immediately report unsafe conditions, utility damage, and environmental concerns.

Pay: Php14,000.00 - Php35,000.00 per month
