What they need

The opportunity

Block 5 Consulting is seeking a Work Package Delivery Manager for the Department of Transport and Main Roads (TMR) W3/MRI Civil Infrastructure Program. The role operates within a Progressive Alliance Agreement (PAA) delivery model and reports to the Package Delivery Manager (Client-Side Activities).

You will lead assigned civil infrastructure work packages from client-side development and procurement through to Alliance award and mobilisation. The role brings technical, operational, commercial, property, stakeholder and assurance inputs together to create award-ready packages that deliver value, innovation and whole-of-life outcomes.

A critical part of the role is acting as the circuit breaker between Technical Advisors, TMR Engineering and Technology, and Alliance Partners. You will use evidence and structured decision-making to resolve competing priorities while protecting safety, operability, maintainability and technical integrity.

What you will do

  • Lead work packages through planning, investigations, requirements definition, procurement support and transition to delivery
  • Integrate operational, technical, commercial, environmental, property, stakeholder and assurance requirements into a coherent package strategy
  • Establish delivery strategies with clear scope boundaries, interfaces, assumptions, dependencies and decision rights
  • Drive interface resolution across utilities, precincts, property, stakeholders and third parties
  • Maintain package governance, including risk, issue, change, dependency and decision management, with an auditable record
  • Support PAA procurement, interactive tendering, evaluation and clarification activities
  • Lead transition planning so package knowledge, relationships, risks and decisions carry into Alliance mobilisation

After award

Following award, the role transitions into the embedded TMR Owner Participant position of Technical and Engineering Manager. The focus shifts to integrated technical delivery, assurance and acceptance, while preserving project knowledge, strategic intent, stakeholder relationships and operational and engineering interfaces.

About you

  • Demonstrated leadership of complex infrastructure work packages in a multidisciplinary environment
  • Strong understanding of engineering governance, operational integration, procurement and delivery assurance
  • Proven ability to lead through influence across organisational boundaries and competing accountabilities
  • Highly developed facilitation, negotiation, conflict resolution and executive communication skills
  • Commercial awareness and experience in collaborative or relational contracting environments
  • Sound judgement and personal integrity, with the ability to maintain trust while making difficult recommendations
  • A genuine commitment to safety, customer outcomes, technical integrity and whole-of-life value

You will work in a collaborative, Best-for-Project way, with shared ownership, trust and transparency, and a no-surprises culture.

Role details

  • Contract period: 23 November 2026 to 22 November 2028, with a 12 month extension option
  • Hours: 40 per week, between 7am and 6pm, Monday to Friday. Public holidays are non-working days and overtime requires prior written approval
  • Location: TMR Birtinya Office, 8 Innovation Parkway, Birtinya
  • Requirements: current white card, PPE as required, and a criminal history check

How to apply

Apply through SEEK with your resume and a short cover letter outlining your relevant work package leadership experience. Applications close Friday 9 October 2026. Please note that candidates will be put forward to TMR for consideration and all offers are subject to TMR approval.
