Project Manager / Governance, Audit, Control & Finance Expert

Context and objective

The mission is for the replacement of an existing role. The expert is expected to be hands-on and actively cover three domains: governance, audit & control, and finance. The objective is to support robust IT financial oversight, resource management oversight, governance coordination, risk management practices, and alignment with regulatory compliance requirements, while ensuring transparency, reliability, continuous improvement, and simplification of IT processes in line with the organization's governance and compliance expectations.

Main responsibilities

1. Governance, Risk & Compliance (GRC)
• Ensure adherence to regulatory frameworks, including NIS2, and to IT governance standards
• Steer third-party management processes, including adherence to ITM3 controls
• Support continuity management and coordination of critical asset resilience
• Perform IT risk identification, assessment, mitigation follow-up, and reporting
• Ensure IT process governance, documentation consistency, and audit readiness
• Maintain strong data quality standards across governance and finance domains

2. Finance & Budget Management
• Monitor budget consumption on a monthly basis, ensuring accuracy of actuals and forecasts
• Support mid-term plan consolidation by coordinating stakeholder inputs
• Contribute to budget cycles, including revisions and year-end closure
• Act as point of contact for stakeholders on budget, actuals, and reporting topics
• Support continuous improvement of governance processes, tools, and reporting

3. Resource Management Oversight
• Supervise HR-related reporting streams, including resource data completeness and staffing KPIs
• Lead reporting activities, ensuring accuracy, coherence, and actionable insights
• Liaise with chapter leads, HR, and procurement regarding reporting issues related to resources

• IT governance and compliance reporting
• IT risk assessment and mitigation follow-up reports
• Budget monitoring reports, actuals, forecasts, and mid-term plan consolidation inputs
• Governance documentation maintained in a consistent and audit-ready state
• HR/resource reporting with staffing KPIs and actionable insights

Profile sought

• Hands-on expert able to actively operate across governance, audit & control, and finance domains
• Trilingual level required: English, French, and Dutch
• Strong analytical thinking
• Flexibility and adaptability
• Experience with IT processes, regulatory frameworks, and budget cycles is considered a strong asset
• Prior exposure to audit, internal control, or third-party management processes is a plus
