Le besoin
A previous mission has been performed. Its assessment of EMEA booking model on financing transactions resulted in the identification of potential benefits through regionalization. A core eligible scope was defined, as well as key principles for booking regionalization and target operating model design for Lending activities. It was decided to launch a Proof of Concept in 3 countries to perform due diligences to prepare the implementation and to facilitate the go / no go decision for a broader scope. The project set-up includes an internal CIB Consulting team and needs to be completed with a specific profile with a track record on similar projects to prepare the operational insertion and manage the future implementation.
We are seeking an experienced and proven expertise to prepare the end to end implementation of the regionalized booking platform for our financing operations. In close liaison with our internal Consulting team who steers this POC phase, this expertise will coordinate some cross functional teams across the Bank (Business, Operations, IT, Tax, Finance, ALM-Treasury, Legal, Compliance, RISK,..) to ensure stakeholder alignment on operational considerations. This experience profile must be hands-on to build deliverables (e.g. formalization of Transfer Pricing Agreement, SLA, process and RACI redesign, drafting of procedures, preparation of definition for booking migration..) on time, within budget, and to the required quality and compliance standards.

Key Responsibilities in close liaison with the CIB Consulting team
Area
Responsibilities mainly to prepare the implementation phase
Project Planning & Governance
• Contribute to define project scope, objectives, deliverables, milestones and success criteria.
• Build a detailed operational work break down structure, timeline, budget and resource plan (internal local PM teams, external consultants), and maintain detailed project plans, risk-registers and issue logs for operational topics.
• Contribute to regular operational and steering committee meetings and provide transparent status reporting to various stakeholders (at operational and senior level).
Stakeholders & Changement Management
• Engage with all stakeholders (Front-Office, RISK, Legal, Finance, Operations, IT, Compliance, Tax, ALM-Treasury, Gestion Financière) .
• Conduct workshops, briefing sessions and develop execute change-management plan (communication, training, support) to secure consistent adoption across locations.
Transfer Pricing Process TOM
• Finalize a unified end to end Transfer Pricing process and RACI between FO, Operations and Finance ensuring the traceability.
• Draft Transfer Pricing agreement between the booking hub and each country, SLA and governance frameworks.
• Update Transfer Pricing procedures.
Impacts on Clients, IT & Operations
and Legal
• Support the Business by preparing communication to Clients.
• Update booking procedures and control framework in close liaison with Operations and GB CCCO.
• Coordinate the steering of KYC passporting.
• Prepare the migration strategy for each country and support ITO to steer the rebooking.
• Monitor the amendments of contracts / notification under contracts (if stock to be re-booked), new productions.
Financial & Compliance Control
• Manage project budget, forecast expenditures and approve invoices.
• Ensure all deliverables comply with internal policies, regulatory requirements and security standards.
• Coordinate the pack for EU and local Regulators for information, consultation or validation if any.
Risk & Issue Management
• Identify, assess and mitigate project risks; maintain contingency plans.
• Resolve issues promptly, escalating when necessary.

Required Qualifications & Experience
Requirement Details
Professional Experience
• ≥ 20 years of project management experience, preferably in financial services coupled with an operational experience within a Finance or Treasury department
• Proven track record delivering complex, multi site projects and notably in implementing a regionalized booking model.
Leadership & Communication
• Strong stakeholder management skills; fluent in French and English (both written and spoken).
• Ability to lead cross functional teams, influence without direct authority and present to senior executives.
Technical Knowledge
• Understanding of banking/finance transaction lifecycle, accounting impact and regulatory reporting requirements.
• Knowledge on Treasury management, Capital Markets and Transaction Banking products.
