GENERAL INFORMATION

• The aim of the exercise package is to enhance and test the cybersecurity capacity of the target group in Bosnia and Herzegovina (BiH) and increase their cybersecurity incident response capabilities.

D elivery of an exercise package consisting of the following:

• conducting in-person one Capture the Flag (CTF) and Threat Hunting Exercise in Bosnia and Herzegovina;
• providing access to and participation of at least five (5) BiH best team members in an international live-fire cyber exercise.

The target group of the cyber exercises consists of the specialists of the Cybersecurity Operations Centre (SOC) of the Ministry of Defence of Bosnia and Herzegovina and system administrators and network administrators of the Armed Forces of Bosnia and Herzegovina. Up to three (3) blue teams consisting of up to ten (10) people in each team (altogether maximum of 30 participants) will participate in the CTF and Threat Hunting Exercise. At least five (5) best team members will participate in the international live fire cybersecurity exercise.

Exercises Project Team Composition And Responsibilities The exercises Project Team shall include, at a minimum, the below-listed roles and responsibilities. Each role described below shall be fulfilled by dedicated personnel, unless otherwise approved by the Contracting Authority.

• PROJECT MANAGER
• demonstrated experience in delivering comparable projects for government authorities, holding a relevant information security certification (such as CISA – Certified Information Systems Auditor , or an equivalent internationally recognized certification)
• proven track record of having managed at least 10 cyber training events and/or cyber exercises for government authorities within the last 36 months .
• TECHNICAL EXERCISE TEAM consisting of at least four (4) members
• at least two (2) team members with demonstrated Red Teaming skills;
• at least two (2) team members with experience in designing, deploying, and operating a virtual, cyber range-based exercise environment, and in ensuring the continuous and reliable operation of the technical exercise infrastructure throughout the exercise duration.
• a ll members of the technical team shall demonstrate experience of having participated in at least 10 cyber exercises within the last eighteen 36 months .
