IC İÇTAŞ is looking for an experienced Procurement Chief to manage procurement activities for its railway rehabilitation projects in Romania.

• Lot 4: Drobeta-Turnu Severin – Băile Herculane
• Lot 6: PO nou Poarta – Caransebeș

The successful candidate will be responsible for coordinating procurement activities, negotiating with suppliers and subcontractors, controlling purchasing costs, and ensuring full compliance with IC İÇTAŞ’s internal procurement procedures, approval workflows, and documentation standards.

Previous experience in construction or infrastructure projects is required. SAP knowledge is preferred.

The ideal candidate will have strong negotiation and analytical skills, experience in supplier evaluation and commercial bid comparisons, and the ability to maintain complete, accurate, and traceable procurement documentation.

Professional working proficiency in English is required. Knowledge of Romanian is prefable.

Key Responsibilities

• Plan, coordinate, and manage procurement activities for materials, equipment, services, and subcontracting required for the projects.
• Identify, evaluate, and develop relationships with local and international suppliers and subcontractors.
• Prepare and issue requests for quotations (RFQs), evaluate technical and commercial offers, and negotiate prices, delivery schedules, and contractual terms.
• Prepare bid comparison tables, commercial analyses, and procurement recommendations.
• Ensure strict compliance with IC İÇTAŞ’s internal procurement procedures, approval workflows, authorization requirements, and purchasing policies.
• Maintain complete, accurate, and traceable procurement documentation, including RFQs, supplier quotations, bid evaluations, approval records, purchase orders, and contracts.
• Ensure proper filing, archiving, and document traceability in accordance with the company’s procurement and document control procedures.
• Coordinate closely with the technical, design, finance, logistics, and project management teams to align procurement activities with project requirements and schedules.
• Monitor purchase orders, delivery schedules, supplier performance, and procurement costs.
• Track procurement budgets and identify cost optimization opportunities without compromising technical specifications or quality requirements.
• Prepare regular procurement reports and provide updates on purchasing activities, order status, and supplier performance.
• Support the implementation of efficient, transparent, and well-documented procurement processes across both project locations.
