采办工程师(电仪方向)

该职位来源于猎聘 Responsibility主要职责：

1．Prepare and issue RFQ to vendors and monitor the submission of vendor proposal．准备并发布招标询价文件，并跟进供应商的投标报价方案提交。

• Interface with other Sections (Engineering,Project Management Team,Production, QA/QC) for smooth process of RFQ and completeness of the Bid.与设计、项目组、建造、质量等部门对接，确保询价流程顺利，招投标过程完整。

3． Respond VENDOR clarifications and participate in bid clarification meetings as required．响应供应商技术／商务澄清，参于澄清会议。

4．Resolve technical non-conformance／discrepancy with VENDOR／SUPPLIER．参与解决与供应商的技术不符合／不一致问题。

5．Evaluate VENDOR ／ SUPPLIER proposal and prepare Commercial Bid Evaluation．评估供应商提案并准备商业投标评估。

• Perform negotiation with VENDOR / SUPPLIER on the commercial aspects and general terms and condition.进行商务条款谈判。

7．Prepare， issue and administer PO and participate KOM as required．准备、发布和管理采购订单，并组织参加开工会。

8．Expedite the submission and approval of vendor documents．敦促供应商文件提交批准。

9．Expedite the delivery of the ordered items as per PO／Commitments．根据采购订单／承诺要求，加速订单催办交付。

10． To liaise with Vendor ＆QA／QC for the required inspection．与供应商和质量部门协调进行必要的检验安排。

• Coordination with Logistic/Shipping Controller to ensure that shipping arrangements are made.与物流／运输人员协调确定运输事宜。
• Coordinate with material controller to ensure that requisitioned materials have beendelivered on site without shortage， damage and discrepancy.与材料工程师协调，确保材料按时送达现场，没有短损差异。

13．Checkingthe correctness of invoice documents and monitor／control vendor＇s payments．检查发票文件的正确性，监控供应商付款。

14．Prepare and update procurement／expediting status reports．准备并更新采购／催交状态报告。

15．Obtaining vendor assessment and vendor performance evaluation process获取供应商评估和供应商绩效评价流程

• Support the bidding and enquiry work of the Commercial department according to requirements and plans按要求和计划支持市场部投标询价工作

17．Assist or perform other functions and responsibilities as requested by Manager．根据经理的要求，协助并执行其他职能和责任。 Qualification任职要求：

• Bachelor's degree in engineering or related discipline (Technical background is advantage)工程或相关专业学士学位（技术背景优先）
• Minimum five (5) years of working experience in similar positions in EPC projects for offshore oil and gas．海上油气EPC项目5年或以上相关采购工作经验。
• Has worked in offshore Oil and Gas environment as buyer. Familiar with offshore Oil & Gas module E&I equipment and materials procurement governance and process ．曾从事海上油气行业平台组块电气仪表设备和材料采办工作，熟悉海上油气项目采办管理流程 4．Good problem solving and cost analysis skills具备良好的问题解决和成本分析能力。 5．Good in multi discipline coordination and strong in negotiation skills．具备跨技术专业／部门协调能力及商务谈判能力。
• Having good knowledge reserves in international trade, law, finance and taxation, etc具有较好的国际贸易、法律、财税等知识储备。 7、Has good interpersonal communication and teamwork spirit, sunny and cheerful, strong ability to handle pressure.具有良好的人际沟通和团队协作精神，阳光开朗，承压能力强。 8、No nationality restrictions. Fluent English. Chinese proficiency is preferred. 不限国籍，英文流利，会中文者优先。
