采购专员 / Procurement Specialist

岗位职责：

1. 供应商管理： 本地供应商开发、资质审核（KvK/VAT/合规筛查）、准入、绩效管控与关系维护；
2. 品类执行： 独立完成RFQ询价、比价议价、框架协议谈判、合同落地、PO下达与交付跟进；
3. 成本管控： 负责物流运输、耗材、运维等品类成本管控，开展TCO分析，落地年度降本目标；建立品类基准价格库，管控采购预算；
4. 合规风控： 熟悉荷兰商法、GDPR、欧盟供应链尽职调查义务、反贿赂政策；参与采购服务协议、框架合同评审，把控赔付机制、账期、违约、保密等条款；按照公司合规要求进行项目推进，识别及规避供应链合规风险。
5. 跨部门协同： 对接运营、网络规划、财务、法务等业务及协同部门；及时同步项目情况、交付进度，风险提醒等，保障业务需求。

任职要求：

1. 本科及以上学历，供应链、物流管理等相关专业优先；
2. 三年及以上欧洲/荷兰本地采购经验，有物流、快递、运输行业采购经验优先 ；
3. 精通 中英双语 ，口语、读写商务流利，可独立全英文对接本地供应商、谈判审合同；可无缝对接国内总部中英文双语办公；具备荷兰语基础优先；
4. 熟悉荷兰本地 供应商准入流程、VAT、KvK基础合规、物流服务采购逻辑；
5. 较强的协作能力，能协同处理交付异常、供应商纠纷，适配快递行业淡旺季节奏。
6. 可接受出差：能胜任荷兰全境、比利时卢森堡短途外勤出差，可实地走访仓库、分拣中心，完成现场审厂、资质核验、现场谈判及交付等工作

Key Responsibilities

1. Supplier Management: Develop and manage local suppliers, including supplier sourcing, qualification assessment (KvK, VAT and compliance screening), onboarding, performance management and relationship management.
2. Procurement Execution: Independently manage the full procurement cycle, including RFQ, quotation comparison and negotiation, framework agreement negotiation, contract execution, PO issuance and delivery follow-up.
3. Cost Management: Manage procurement costs across logistics transportation, consumables, maintenance and other categories. Conduct TCO analysis and achieve annual cost-saving targets. Establish and maintain category benchmark pricing databases and manage procurement budgets.
4. Compliance & Risk Management: Maintain a good understanding of Dutch commercial law, GDPR, EU supply chain due diligence requirements and anti-bribery policies. Participate in the review of procurement service agreements and framework contracts, with a focus on key terms such as liability and compensation, payment terms, breach of contract and confidentiality. Ensure procurement projects are conducted in accordance with company compliance requirements and identify and mitigate supply chain compliance risks.
5. Cross-functional Collaboration: Work closely with Operations, Network Planning, Finance, Legal and other relevant functions. Provide timely updates on project status, delivery progress and potential risks to ensure business requirements are effectively supported.

Requirements

1. Bachelor’s degree or above, preferably in Supply Chain Management, Logistics Management, Procurement or a related field.
2. 3+ years of procurement experience in the Netherlands or Europe, with experience in logistics, express delivery or transportation procurement preferred.
3. Fluent in both Chinese and English , with strong business communication, reading and writing skills. Able to independently communicate and negotiate with local suppliers and review contracts in English. Comfortable working in a bilingual Chinese-English environment and collaborating with the China headquarters. Dutch language skills are a plus.
4. Good knowledge of the Dutch supplier onboarding process, VAT and basic KvK compliance requirements, as well as procurement practices in the logistics services sector.
5. Strong communication and collaboration skills, with the ability to coordinate delivery issues, resolve supplier disputes and adapt to the peak and off-peak cycles of the express delivery industry.
6. Willing to travel across the Netherlands, Belgium and Luxembourg for short business trips, including on-site warehouse and sorting center visits, supplier audits, qualification verification, on-site negotiations and delivery follow-up.
