业务范围： 负责各类房建土建、室内外装修、机电安装、配套附属建筑工程全流程落地管理。

Scope of Work: Responsible for the end-to-end execution and management of building construction, civil works, interior and exterior fit-out, M&E installation, and supporting infrastructure projects.

二、岗位核心定位

II. Position Overview

本岗位为项目核心统筹岗位，负责在马来西亚柔佛州所有总承包项目的技术总控、现场施工管理、合规落地、多方对接、质量安全管控。需深度熟悉马来西亚本地建筑施工工序、规范标准、报审流程，衔接中国施工工艺与马来本地工程要求，解决项目全周期技术难题、现场统筹问题，保障项目合规、保质、按期交付，同时承担中外团队、本地业主、监理、政府部门的双语/三语沟通协调工作。

Position Overview

This role serves as the key technical and project management position responsible for overall technical coordination, site construction management, regulatory compliance, stakeholder coordination, and quality & safety control for EPC and general contracting projects in Johor, Malaysia. The successful candidate must possess in-depth knowledge of Malaysian construction practices, regulatory requirements, approval procedures, and local engineering standards while effectively integrating Chinese construction methodologies with local project requirements. The role also requires close coordination with Chinese teams, local clients, consultants, contractors, and government authorities.

三、主要工作职责

III. Key Responsibilities

1、技术统筹与图纸管理（核心）

精通建筑、土建、机电、装修全套施工图纸，独立完成图纸会审、技术交底、图纸优化、变更签证工作；结合马来西亚本地施工工艺、材料标准、施工工序，优化中资施工方案，规避工艺冲突、合规风险；编制专项施工方案、技术措施、质量验收标准，统筹解决施工现场各类技术难题，把控项目技术落地全过程。

1. Technical Coordination & Drawing Management

Review, interpret, and manage architectural, civil, M&E, and interior fit-out drawings independently, including drawing reviews, technical briefings, design optimization, variation orders, and technical clarifications. Adapt Chinese construction methodologies to Malaysian construction standards, materials, and practices while minimizing technical and compliance risks. Prepare construction methodologies, technical procedures, and quality inspection standards, and resolve technical issues throughout the project lifecycle.

2、项目全周期现场管理

负责项目施工进度、质量、安全、成本、人员统筹管理，制定施工总进度计划、阶段性施工计划并落地跟进；统筹土建主体、二次结构、水电配套、内外装修、收尾验收等全工序施工管理，协调班组施工衔接，管控施工细节，杜绝质量、安全隐患；实时把控项目施工成本，优化施工流程，减少返工与资源浪费，保障项目高效推进。

2. End-to-End Site Project Management

Manage project progress, quality, safety, cost, manpower, and overall site operations. Develop and implement master construction schedules and milestone plans. Coordinate all construction phases including structural works, secondary structures, M&E installation, interior and exterior finishing, and final commissioning. Optimize construction workflows, reduce rework, control project costs, and ensure timely project delivery.

3、本地合规与流程对接

熟练掌握马来西亚建筑工程施工工序、当地建筑规范、验收标准、安全准则及政府报审流程，熟悉UBBL 1984建筑条例、CIDB相关行业规定，负责项目报建、报验、竣工验收、资料归档等全流程合规工作；对接本地监理、业主、建筑主管部门、材料供应商、劳务班组，处理各类现场合规问题与突发事项。

3. Regulatory Compliance & Local Coordination

Ensure compliance with Malaysian construction regulations, UBBL 1984, CIDB requirements, local authority approval procedures, quality standards, and occupational safety regulations. Coordinate project submissions, inspections, approvals, handovers, and documentation. Liaise with consultants, clients, local authorities, suppliers, subcontractors, and site teams to resolve regulatory and operational issues.

4、多方沟通与团队统筹

承担中资团队与马来西亚本地各方的沟通工作，以中、英、马三语完成技术对接、商务沟通、会议汇报、问题交涉、合同落地解读等工作；统筹现场中外施工班组、管理人员工作，做好技术培训、工序交底、工作分工，协调解决施工纠纷、工序衔接问题，保障团队高效协作。

4. Stakeholder Communication & Team Leadership

Coordinate communication between Chinese project teams and Malaysian stakeholders using Chinese, English, and Malay. Conduct technical discussions, project meetings, progress reporting, contractual coordination, and issue resolution. Lead multicultural site teams, organize technical briefings, allocate responsibilities, and ensure effective collaboration throughout project execution.

5、资料与验收管理

负责项目全套施工技术资料、验收资料、签证资料、竣工资料的编制、整理、审核与归档；跟进项目分部分项验收、竣工验收、交付移交工作，确保资料齐全、流程合规，顺利完成项目交付。

5. Documentation & Project Handover

Prepare, review, and maintain technical documents, inspection records, variation documentation, and project completion files. Coordinate sectional inspections, final acceptance, project handover, and close-out documentation to ensure full compliance and successful project delivery.

四、任职资格要求

IV. Job Requirements

1、工作经验

具备10年以上马来西亚建筑工程行业全职工作经验，长期深耕马来西亚工程市场，熟悉本地工程完整施工链路；拥有完整的马来西亚工程项目从开工到竣工交付的全过程技术负责/项目经理操盘经验，具有中资海外项目合作经验者优先。

1. Experience

Minimum 10 years of full-time construction industry experience in Malaysia, with extensive knowledge of the local construction market and project execution process. Proven experience managing construction projects from commencement through completion. Experience working with Chinese overseas contractors is highly preferred.

2、语言能力

精通中文、英文、马来文三语；可独立完成马来文官方资料填报、英文技术图纸解读、中文团队交底，适配本地官方对接、外籍合作、中方团队管理全场景沟通需求。

2. Language Skills

Fluent in Chinese, English, and Bahasa Malaysia. Able to independently handle government submissions in Malay, technical documentation in English, and internal coordination with Chinese project teams.

3、专业能力

精通土建、机电、装修全套施工图纸识图、审图、优化，熟练掌握结构、水电、装饰各分项工程施工工艺；深度熟知马来西亚本地施工工序、材料标准、验收规范、安全体系、CIDB行业要求及当地工程施工习惯，可精准适配中资施工模式与本地合规要求；熟练使用AutoCAD、工程进度管理、办公类软件，可独立编制施工方案、进度计划、技术资料。

3. Technical Competencies

Strong expertise in civil, structural, M&E, and interior fit-out works, including drawing interpretation, technical review, and construction planning. In-depth understanding of Malaysian construction practices, CIDB requirements, local material standards, inspection procedures, and safety regulations. Proficient in AutoCAD, project scheduling software, and Microsoft Office.

4、学历与证书

土木工程、工程管理、建筑装饰、建筑工程等相关专业大专及以上学历；持有马来西亚CIDB相关执业证书、建造师、安全工程师、PMP等工程相关证书者优先。

4. Education & Certifications

Diploma or Bachelor's Degree in Civil Engineering, Construction Management, Building Engineering, Interior Construction, or related disciplines. Candidates holding CIDB certifications, Professional Engineer qualifications, Safety certifications, PMP, or equivalent credentials will have an added advantage.
