Introduction

Bénédicte Halba, PhD in Economics, is the founding President of the Institute for Research and Information on Volunteering (iriv, www.iriv.net). She worked for the French Ministry for Youth and Sports (1991- 1994). She was an expert for the Council of Europe in two workshops : "Economic impact of sport" and "Volunteering" (1992-1994). She defended a thesis on Economics of sport in Europe (University Paris 1 Sorbonne, 1996), published in 1997 (Economica). In 1997, she created the IRIV with the aim to improve knowledge and practice within the nonprofit sector with the example of Volunteering as an informal and non-formal learning. In 2003 she started working on Migration in a Lifelong learning perspective. Since 2013 she has tackled the issue of Diversity and Intercultural competence. She has been coordinator, leader or partner in more than 60 projects since 1992 on Economics of sport, Volunteering and Migration (Council of Europe, European Commission). She is the chief editor of several publications - an electronic review since 2004 (twice a year), a newsletter dedicated to Diversity (twice a year) since 2018, and a monthly newsletter in support to Ukraine since 2022. Iriv’ s publications (articles, reviews, books, guides...) are available online. She has published several books (France & Belgium) and articles in national and European reviews since 1995. She has been a lecturer at the University since 2000 (France, Austria and UK). She attended several conferences & seminars in France and Europe since 1992. She has implemented many actions among learners with diverse profile - migrants (a club at Cité des Métiers, 2012-2022) and youngsters exposed to Early School Leaving (ESL). She is a member of two scientific committee - the Swiss Foundation ECAP (since 2015) and the Committee Associations of the Regional Professional Order of Chartered Accountants (since 2017). She has been associated with an international testing on social and emotional skills for ten years (since 2015).

In complement to her EU projects , Bénédicte Halba has been a member of the Scientific committee of the Swiss Foundation ECAP tackling the issue of migration in Europe (EU and EEE) since 2015. Thanks to this collaboration she can update her knowledge and share her expertise on migration issues in France and Europe. In complement, she is publishing a monthly article on migration issues for the French association Salam supporting exilees in the North of France (Calais’s and Dunkerque’s areas) since 2022. Since 2024, she has designed a weblog dedicated to migration to gather her work emphasizing the milestones of the European initiatives in this field, the impact in France together with an international perspective. The freedom of circulation is differently understood whether you are "in" or "out" the European Union. Worldwide migration has increased and should intensify with the climatic issues, the wars and economic crisis. International turmoil fuels this trend - the number of people willing to leave or forced to leave their countries should multiply. From 2012 to 2022 , she was in charge of a club at the Cité des métiers de Paris addressing migrants and professionals working with them . In the first place, an innovative portfolio (Migrapass) was tested for identifying and assessing skills & competences acquired thanks to a migratory path. A bridge was made between migration and volunteering as a way for migrants to enhance social and professional inclusion. This genuine portfolio has been constantly updated and enriched at her club at the Cité des Métiers of Paris. on the basis of other EU projects. In the weblog dedicated to migration, Bénédicte reminds the series of projects tackling the issue of migration she has initiated or been a partner of since 2003. Her methodological approach is the lifelong learning one - considering the unique experience of a migration and expressing it in terms of competences (hard skills, soft skills and “crazy” skills)

In complement to her EU projects, Bénédicte Halba has been involved in an international testing focused on diversity since 2015 (after a pre-selection). She is asked to test intercultural situations with potential colleagues. She has delivered a series of articles and case studies using the SWOT analysis approach explaining the reasons for the failures/ successes of a series of profiling/matching/coaching. Thanks to a cognitive approach , anyone should be able to identify and master his/her emotions, to prevent any misunderstanding based on clichés/stereotypes/prejudices. Thanks to a competence approach, upon a unique experience , anyone acquires a formal/ informal learning. This unique learning experience conducted for more than 10 years was fruitful in many ways 1- a website dedicated to Superdiversity (https://www.superdiversite.net/ ) tackling the different facets of diversity in a holistic approach- a newsletter twice a year, posts on LinkedIn once a month 2- a monthly newsletter dedicated to "Solidarity Ukraine" published since March 2022. Geopolitics is a perfect field of expertise to identify conflicts, that create negativite emotions, with a great impact on mindset and behaviors. A war in Europe, the emotions at stake, the way we can improve our knowledge and competence to understand the meaning and the balance of powers. The different issues may be used as a pedagogical support for learners (juniors & seniors) to explain diverse strategies- manipulation, disinformation and how to react faced to such hidden strategies. 3- a scientific article for Routledge (published in December 2025) explaining this learning experience- "Case study From a disturbing to a telling learning experience". The lesson learnt is that a learning experience must always be updated.Geopolitics as a battlefield for carrying out a cognitive approach - news to be updated constantly, theories to be explained and practical strategies to be anticipated (Geopolitics forecasts)

Bénédicte Halba has specialised in the not for profit sector since 1997 with the creation of the iriv. She has shared her expertise since 2017 by contributing to a professional Order of Chartered Accountants Paris Ile-de-France - yearly conferences (JMA since 2022), seminars & webinars & workshops addressing associations and chartered accountants on private and public funding (national, European and international funds), cooperation between associations, financing issues and financial transparency (Fight against terrorist financing and money laundering). She is a member of the Jury among students (just graduated) with the aim to select examples of best practices . She has published several articles for Juris association since 2020, a review specialising in associations.. In a weblog dedicated to her expertise in the not-for-profit sector, Bénédicte reminds the different EU projects focused on volunteering as an example of non formal and informal learning she initiated or been a partner of. They are summarized in a series of articles or research reports (available on iriv’s portal https://www.iriv-publications.net/ ). Her methodological approach is inspired by the spirit of the European programme "Lifelong Learning". From experience or learning, we can deduce the skills induced by describing the activities carried out, the results obtained and the context in which the experience took place. This weblog is finally about explaining how anyone may acquire expertise in a particular field. There is no straight-line or exemplary path. Personal interest and opportunity explain why you should be engaged, a combination of chance and necessity.

Expert competence and lifelong learning

After a first experience on a European level as junior researcher for the Ministry for Youth and Sport in France (1991-1994) in charge of a European report on Financing of Sport, Bénédicte became an expert for the Council of Europe (Strasbourg) in two workshops- Volunteering of Sport & Economics of Sport (1992-1994). This experience paved the way for creating her own private Institute, iriv, in 1997 specializing in lifelong learning and the competence approach enhanced by the Erasmus + program (launched in 2000 at the Council of Lisbon). While the Bologna process is focused on formal learning (LMD reform) , the Copenhagen process is dedicated to non formal and informal learning. The iriv first specialized in the voluntary experience (and the competences attached to it) with a series of portfolios (the VAEB portfolio designed by the iriv & a European team in 7 countries was awarded in Helsinki in 2006) , then transferred this approach to a migratory experience with another series of portfolios (the Migrapass project initiated the creation of a club at the Cité des Métiers from 2012 to 2022). In complement to this double specialization, the iriv has worked since 2013 on the transversal European priority of diversity, with a focus on creative skills, most needed in times of Artificial Intelligence (AI) to make a difference with human intelligence. Nothing compares to a human brain, much more inventive and creative, opening new perspectives, instead of repeating things already done (the AI works on data already published). This is the purpose of a weblog designed by iriv dedicated to competence and lifelong learning combining on a transversal way all the expertise implemented by the iriv since its creation in 1997. Lifelong learning is a never ending story, requiring critical thinking, upskilling and creativity.
