The aim of the IRC review is to make a recommendation as to whether a country plan will likely achieve (on a balance of probabilities) the proposed results and contribute to Gavi achieving its mission and strategy. Specific assigned tasks include: • Financial & budgets analysis: extensive review & analysis of budgets and financial management processes made by countries requesting financing support destinated to immunisation plans, vaccine introduction or vaccination campaign action plans. • Reporting & recommendations about countries requests: advising on whether to fund country plans and programmes and providing recommendations about efficient management of financial support to be granted and about Gavi programmes & policies. • Participation in the Alliance Partnership and Performance Team (APPT) meetings: proceeding with deeper analysis to provide advisory to the Gavi’s CEO: - assess the effectiveness of Gavi support to countries to reach Gavi’s strategic goals - contribute to APPT discussions and advise on accountability frameworks for Gavi funding levers - provide guidance to the Gavi CEO and Alliance partners on operational course correction at country portfolio and programmatic/thematic level - establish a feedback loop with the Gavi PPC (Programme and Policy Committee) Achievements: Up to now, I contributed to the review, analysis & evaluation of 21 countries requests for 30 immunisation programs, totalling up to more than USD 190 million and impacting 48 million people. I helped to identify and analyse budgeting errors to be notified to the countries teams and to be corrected before disbursement of financing. This enables Gavi secretariat to avoid or at least minimize financial issues while executing budgets and/or avoid having financing gaps that may compromise the good realization of planned activities and at the same time allows to optimize the value of Gavi investments in an environment of constrained financial landscape.
