Working under the authority of the Director of the Center of Data Processing of the Civil Register, supervises all the activities of the project in relation with the computerization of the civil register (cartography of the civil register centers, preliminary studies for the computerization, IT master plan, IT equipment specifications, IT solutions for data sharing, identification of short-term experts, etc.). Establishes a functional, computerized information and vital statistics system linked to a biometric database, able to secure the identity of the population and to be exploited by other administrations.

Development of a series of technological tools and procedures for the identification of inconsistencies in the database of the general electoral list. Study to ensure a better coherence between the civil register (currently processed by the National Archives and the National Identification Office) and the biometric voter register administered by the Directorate of Electoral Registry (DRE). Recommendations and measures to be taken to strengthen the management of the voters register in the short and medium term, as well as a plan to strengthen the Directorate of Electoral Registry.

The mission’s main objective is to conceptualize a unique identifying number (UIN) motor generator that will be used to attribute a UIN to all individuals in Morocco’s National Population Register

Assessment of the update process of the permanent voter register of the Democratic Republic of Congo

Under the direct authority of the Mali Ministry of Interior general secretary:  Proposal of technological options to guide the Ministry in its strategy to implement the revision of electoral lists, data processing, IT support throughout the electoral process, including the collection and centralization of election results.  Assistance to Ministry to design and carry out all necessary preparations regarding the next upcoming biometric voter registration exercise in 2013.  Procurement of the voter cards printing solution. Evaluation of tenders and answers to technical value of tender offers. Assessment of the compliance and the technical value of the tender offer.

Support to the Burkina Faso CENI (Commission Electorale Nationale Indépendante) for the 2012 Elections project - Management of relations and data transfers between central registration system and AFIS system. - Management of duplicates control process - Participation to the making of the electoral lists

AFIS Consultant on FAED project (Fichier Automatique des Empreintes Digitales), for criminal searches exchange between European states (PRÜM treaty). - Management of PDAAU project (« Plans Départementaux d’Acheminement des Appels d’Urgence » : Emergency Phone Calls Handling). This project has been chosen as pilot, for the use of J2EE application generator Blu Age®, with MDD development methodology (Model Driven Development). This method has allowed us to successfully build, from an UML modelization, the WEB application itself, compiled for a platform matching with full respect, the ministry system information architecture standards. Monetary value of the project : 300K€, expected benefits: critical life saving issues - Management of NEMO project. The aim of this project is to allow French prefectures users, to enter their purchase orders on a WEB light application, and to send them to the new French public centralized accountant system, CHORUS, through an exchange server, build on Talend ETL, Petals ESB, and JBOSS server. Management of physical and logical access of the users to the application through ACEGI security solution. Monetary value of the project : 1000K€, expected benefits : estimated productivity and accuracy gains over 5 years - 2000K€

Analysis, design and development of automated information system for search and identification of criminal people, based on fingerprints recognition. - development of MetaMorpho project, new generation of AFIS (Automated Fingerprints Identification System). - design and development (environment IBM/AIX and WINDOWS XP/2000, language C++, method UML), of the workstation dedicated to person data entry and fingerprints verification, and of the palm prints matching process. - design and development of a light WEB client application, for person identification with fingerprints capture, and of a TOMCAT application server, in WINDOWS 2003 server environment, with use of Java, Jakarta Struts. - Customization and deployment of MetaMorpho system in Hungary, Israel, Germany, and Croatia. - Participation in European BMS fingerprint recognition, and Australia face recognition benchmarks.

Analysis and development of a mission planning and monitoring system for UAV (Unmanned Aerial Vehicle), for the SPERWER project, the Dutch Army’s tactical surveillance UAV project. - analysis, design and development (environment Unix, language C++, method UML) of the ground station software for mission planning and in-flight monitoring of UAV. - design and development for the creation and supplying of the tactical situation from the images watched by the UAV. - system integration of ground software, transmissions and avionics and analysis of in-flight tests results. - integration of SPERWER into the Tactical Information System of the Dutch Army.
